Black Bottom Cupcakes

Preheat oven to 350 degrees
Stir together in large bowl:
1 1/2 cups flour
1 cup sugar
1/4 cup powdered cocoa
1 teaspoon baking soda
Stir together in small bowl:
1 cup water
5 tablespoons oil
1 tablespoon cider vinegar
1 teaspoon vanilla
Filling:
6 ounces cream cheese
1 egg
1/2 cup sugar
Beat together until creamy. Then stir in 1 cup chocolate chips.
Add liquid ingredients to dry ingredients and blend. Fill about 12-16 paper-lined cupcake pans 1/2 full of batter. Top each with 1 tablespoon of filling. Bake for 25 minutes.
